Parcels are usually charged on actual or volumetric weight, whichever is greater. Example: a 40 × 30 × 30 cm carton is 36,000 cm³; divided by a 5000 factor it weighs 7.2 kg volumetric even if it actually weighs 3 kg. The factor used is stated in the quote.
